i was circumsized to get rid of it and it didn’t change it. Please give me some advice on this or a way to cure it.

There is no "medically approved" way to eliminate these. As far as the health care establishment is concerned these harmless papules are completely benign and are only cosmetic in nature. Thus no remedy has been researched or found. There is actually a website (http://www.nomorepapules.com/) which is an internet "community" devoted to getting rid of those pesky penile pimples. This guy claims to have a means by which you can get rid of them. I never had them and do not know of anyone who has (or would mention it if they did), so I guess you will have to find out for yourself if it works or not. Good luck.
